LONDONDERRY — Voters in March will be asked whether they want to switch to ballot voting in 2012 and replace the traditional Town Meeting.
The Charter Commission last week finalized its draft report that will put the question on the March ballot.
The commission previously voted, 6-3, to recommend to voters that they approve the proposed change to the town charter.
The draft was approved, 6-1, on Aug. 23 and it will now be reviewed by the attorney general's office, secretary of state's office and the state Department of Revenue Administration.
"We will meet again in early October to address any comments we receive back from their review and then finalize our report," Commission Chairman Brian Farmer said. "We are due to complete all of our work by Oct. 26."
Commission members Marty Bove, Kathy Wagner and Steve Young voted against the recommendation and submitted a minority report to the town on Aug. 26.
"It's too bad that we were limited to 1,000 words," Wagner said, "because it made it difficult to get all the points across."
One concern addressed in the minority report was that a deliberative session would be established, but without a quorum.
"My biggest concern is that you won't get 200 people at a deliberative session," Wagner said. "Instead, you'll get a special interest group and think of all the mischief they could cause."
Another point the minority report addressed is a confusion on the part of many residents that ballot-style voting is an SB2 type of government.
"Even some commissioners are confused with the changes proposed," Young said. "Londonderry is not changing to a SB2 voting town. The majority is proposing a change to our existing charter."
